1. What is the Safe Return card?
The Safe Return card is an identification card that is generated through the Developmental Disability Registry (DDR) for the safety and protection of persons with disabilities and seniors with dementia. The Safe Return cards helps to minimise cardholders from being victims of wrongful accusation and also provide a source of identification when they are lost, providing a greater sense of ease for parents and caregivers when persons with disabilities and seniors with dementia are unaccompanied outside of their homes.
DDR is an electronic system used by Voluntary Welfare Organisations (VWOs) to effectively manage client’s information and monitor client’s development over time. It can also aid VWOs in their collaborative efforts in the provision of coordinated services to clients.

What are the uses of the Safe Return card?
In situations where persons with disabilities and seniors with dementia are unable to inform the authorities of the contact details of their parents/caregivers, the information printed on the card will be helpful. The VWO contact on the card will also enable the police to enlist their help. Other professionals, such as medical personnel, will also know whom to contact in an emergency and be able to provide appropriate medical intervention when treating persons with disabilities and seniors with dementia based on the information found on the card.

What information is displayed on the Safe Return card?
The following information pertaining to the cardholder is reflected:

5. Who can apply for the Safe Return card?
Seniors with dementia who are Singapore citizens or Singapore permanent residents can apply for the Safe Return card.

6. Where can I apply for the Safe Return card?
Service users may apply for the card at their respective VWOs (participating Safe Return agencies only).
For those who are not receiving services from the listed VWOs, please contact the following for the issuance of a Safe Return card. Applications must be accompanied by a passport-sized photograph and an assessment report certified by a medical doctor or therapist who has confirmed the applicant's condition.

7. Does the Safe Return ID Card entail a fee for subscription and for replacement of card?
NCSS will issue the first Safe Return card free-of-charge to clients through participating Safe Return-registered agencies. Subsequent replacement cards issued may be chargeable at $2 each.
8. Is the Safe Return card transferable?
The Safe Return card is not transferable and may only be used by persons to whom the card is issued to.
