COE Exemptions
The Land Transport Authority's Certificate of Entitlement (COE) Exemption Scheme allows eligible social service agencies to be exempted from payment of the COE for vehicles that are used to transport elderly or disabled beneficiaries of their services/programmes.
COMPASS Fee Concession
NCSS member agencies can receive 50% off on music copyright fees payable to the Composers and Authors Society of Singapore Ltd (COMPASS). These fees are to be paid when musical works controlled by COMPASS are played or broadcast at any event.

Singtel Sponsorship
SingTel has partnered with NCSS to subsidise selected telecommunication costs for social service agencies through the SingTel Sponsorship Scheme. This scheme covers telecommunication lines and broadband plans from SingTel and SingNet.
Flag Day Ballot
Flag Day slots are allocated through an annual exercise starting with registration in June/July, online selection of preferred dates in August and finally a balloting exercise in September.
Community and Sports Facilities Premises
The Urban Redevelopment Authority’s (URA) Community and Sports Facilities Scheme (CSFS) aims to facilitate the integration of community facilities with commercial developments such as shopping malls. Under this scheme, landlords are granted additional Gross Floor Area (GFA) for premises that are largely used for community outreach including social services such as disability, family and eldercare services.

e-Case Management System
The electronic Case Management System (eCMS) is a web-based tool which facilitates coordinated care for clients through seamless case management within each social service agencies and amongst social service agencies.
Agency/programme would need to sign-up for eCMS account first, then individual user-id setup within eCMS, and finally SingPass account is needed to login to eCMS.
Maximum file size is 2MB and the following file types can be attached within eCMS:

Enhanced Programme Evaluation System
The Enhanced Performance Evaluation System (EPES) is a web-based system that facilitates submission by social service agencies of achievements like output, outcomes and client milestone indicators.
Users would need to have their accounts created by the User Administrator in their agency in order to access it. Thereafter, they would use their personal SingPass ID & password to access EPES. EPES does not support the uploading of any file types.
Please have the following information ready when submitting the registration:

If your agency is interested to apply for NCSS membership, please proceed.
a. Particulars of Agency (eg. Agency Name, Address, Staff Contact Details, Background of Agency) b. Information on services / programmes c. Information on Management Committee Members d. Governing Instrument of the agency i.e. Constitution / Memorandum & Articles of Association (M&AA) e. Copy of letter / computer printout from Registry of Societies (ROS) or Accounting & Corporate Regulatory Authority (ACRA) as proof of registration as society or company f. Audited Financial Statements for the last 2 years *If your agency is a new set-up, please provide the projected income, expenditure and reserves / accumulated fund for the next 2 years. If your agency has only 1 year’s audited financial statements, please also provide a breakdown of the projected Income and expenditure for the current year. Other Documents (if any) g. Latest Annual Report h. Information or collaterals on the agency and services / programmes i. Copy of letter from Commissioner of Charities (COC) as proof of charity status (if any)
a. The application will take about 20 minutes to complete. b. Field marked * are mandatory. Please indicate “N.A.” if any of the fields are not applicable. c. The application must be endorsed by the Chairperson /President of the agency to be considered as complete. If the applicant is not the Chairperson, an email will be sent to the Chairperson/President so that s/he can complete the declaration section online. d. Upon the receipt of your application, you will receive an acknowledgement within 3 days. An NCSS staff may contact your agency for more details. e. Approval of NCSS membership and the type of membership to be granted will be decided by the NCSS Executive Committee. f. Your agency should be informed of the outcome of the application via post within 3 months from the date the application was received.
Please read the Obligations of NCSS Members before you proceed with the application. Interested social service agencies are advised to read the NCSS Act and its Subsidiary Legislation before applying for membership.

Trainer Application
This facility allows the trainer to perform the following transactions: • View and update your trainer’s profile • View the current courses you are delivering • View updates of AE engagement events

Individual Course Application
This facility allows self‐paying individuals to apply for SSI courses.
Applicants will be screened according to terms and conditions to determine eligibility for WDA funding.
The application will be processed at least two weeks before commencement of course.
Agency Course Application
This facility allows employees to apply for SSI courses which are funded by their agencies.
Course Fee Payment
This facility allows applicants to make payment of course fee using e‐ NETS, credit/debit card or i‐banking.

This facility allows you to enquire on course‐ related matters such course dates and any available funding.
