Silver Volunteer Fund (SVF)

The Silver Volunteer Fund (SVF) supports Volunteer Host Organisations (VHOs) that offer programmes with volunteer opportunities to seniors, including the training, management and recognition of senior volunteers in the programme. Volunteer opportunities offered may include, but not limited to, aged care, health and wellness, arts and heritage, horticulture and the environment, learning and community development.

Singapore’s population is ageing rapidly.  By 2030, 1 in 4 Singaporeans will be aged 65 years or older, and we will have over 900,000 seniors, more than double the current 550,000.  Volunteerism is recognised as a key component of active ageing and it provides new opportunities in longevity, for both individuals and Singapore as a nation. 
Announced on 4 September 2015, the President’s Challenge champions a national movement of senior volunteerism through the Silver Volunteer Fund (SVF). This national movement is also one of the initiatives encompassed in the Action Plan for Successful Ageing that was unveiled by Mr Gan Kim Yong, Minister-in-charge of Ageing and Chairman of the Ministerial Committee on Ageing on 26 August 2015. Application Criteria & Eligibility
The Volunteer Host Organisation (VHO) must be any of the following:
  1. Social Service Agency (SSA) that is registered as a charity under the Charities Act and is registered with or formed under any of these:
    • Registry of Societies (ROS) or,
    • Accounting and Corporate Regulatory Authority (ACRA) or,
    • Trustees Act or,
    • Act of Parliament (eg. Singapore Red Cross Society incorporated under the Singapore Red Cross Society Act); or
  2. Non-profit/Not-for-profit Social Enterprise; or
  3. Community Self-Help Group; or
  4. Grassroots Organisation; or
  5. Foundation with operations that support senior volunteers; or
  6. Public agency, including healthcare institution, whose block budget does not include programme, training and recognition funding.
In addition, the VHO must:
  1. have programmes that are secular and inclusive in nature; and
  2. be financially viable and have sufficient financial resources to deliver the programmes stated in the proposal, and is not subject to any current or impending legal action (either formal proceedings or notification of legal action) which could impact on the delivery of the programmes.
Volunteer programmes proposed by VHOs aims to recruit senior volunteers aged 50 years and above, Singapore Citizens and Permanent Residents in Singapore. The programmes should meet the objectives of the SVF to create more volunteering opportunities for additional seniors to be engaged in volunteerism. Existing programmes should clearly demonstrate the expansion of volunteering opportunities and the increase in the number of senior volunteers in the programme.
Funding Quantum
Programme funding:
  1. Up to 80% of the supported programme costs or actual expenditure, whichever is lower; and
  2. Proportion of senior volunteers in the programme. Seniors should make up at least 80% of the volunteer pool.
Funding also includes training, recognition and management of senior volunteers in the programme. Minimum funding period is at least 1 year.
Disbursement Procedure
Quarterly funds will be disbursed when the following conditions are fulfilled:
  1. Progress reports and supporting documents are complete and accurate; and
  2. Key Performance Indicators (KPIs) are on track.
