VCF IPG Adopting and Scaling of Innovation and Productivity Improvements

This grant supports social service agencies in the adoption and scaling of innovations and technology solutions that will optimise resources and improve productivity for the organisation and/or the sector.
The Innovation & Productivity Grant (IPG) supports these two components in this category:
  • Adoption of Innovation and Productivity Improvement Projects:
Supports social service agencies in implementing innovations and technology solutions, for more optimal resource utilisation and to improve productivity. This component supports any Innovation and Productivity projects that are not related to IT Adoption, Research or Pre-scoped Consultancy.
  • Scaling of Innovation and Productivity Improvement Projects.
After undertaking Pre-scoped Consultancy projects, social service agencies will gain more confidence and experience to take on larger productivity improvement projects. IPG can continue its support for social service agencies in pursuing larger-scale productivity projects under this category so that the impact of the efforts can be further increased.
The supported projects will need to achieve at least one KPI of 10% productivity savings (e.g. Reduction in Manpower Cost, Reduction in Time etc).
Projects supported in this category are productivity-enabling technologies to streamline or automate service delivery work processes to raise productivity.
Examples of projects supported in this category are:
  • Social Service Institute Process Improvement Project.
  • Resident Monitoring System to track the movement of the residents in the centre
  • Water Monitoring Technology to monitor the well-being of vulnerable elderly

IPG does not fund purchase of computers/laptops/tablets, commercial-off-the-shelf software, software subscription, or projects that do not improve the capabilities of social service agencies (e.g. replacement of servers).

Application Criteria & Eligibility
  1. All NCSS member social service agencies or MSF-funded social service agencies can apply for the VCF grant.
  2. The projects must be one-off and non-recurring in nature.
  3. Funding will not be extended to projects that:
    • have already commenced, or
    • are receiving other sources of government funding, unless specifically allowed
  4. Projects are required to achieve at least 10% productivity or cost savings.
  5. Projects can only commence upon VCF approval.
  6. Late applications will NOT be processed and also NOT be automatically moved to the next window.
  7. Incomplete applications will NOT be processed.
  8. Please note that approval of applications is on a first come, first served basis, subject to budget availability.
Funding Quantum

Submission within 26 months after project completion
  • Post Project Evaluation report, which includes an update on the impact to the sector

10% of the approved amount or actual expenditure, upon satisfactory assessment of submission

The disbursement milestones and deliverables may be subject to changes within the context of each submitted application, upon assessment and review by the VCF Evaluation Panel and the VCF Secretariat.

Application Procedures
  1. IPG projects typically require in-depth discussions between applicants and NCSS departments who are assessing the applications. Applicants interested in embarking on such projects are strongly encouraged to contact the VCF Secretariat early for preliminary discussions before submitting applications.
  2. The VCF Evaluation Panel meets once every two months. Please click on the VCF Evaluation Panel meetings for the submission deadlines.
  3. IPG applications submitted within the stated submission deadline will be tabled at the subsequent VCF Evaluation Panel meeting after the upcoming one, e.g. an application submitted in January 2017 will likely be tabled at the Panel Meeting in May 2017 instead of March 2017 for decision. This is due to the time required for the proposed project scope, funding amount and indicators to be finalised for recommendation to the VCF Evaluation Panel.
  4.  All applications should be submitted through the Funds Application System (FAS).
    1. Login to e-services (“Login as Corporate” on the left using your CorpPass to access FAS).
    2. Click on Funding Application.
    3. Click on New Application and select Funding Application Type:  IPG – Adoption & Scaling Innovations & Productivity Improvements
    4. Fill up the online application form.
    5. Upload the Supplementary Forms, Cost & Benefit Analysis (to calculate productivity savings) and other required documents.
    6. If an external consultant is engaged, 3 comparable quotations/proposals (i.e. quotations/proposals should cover the same work scope) must be uploaded for projects that are above $6,000. Wherever possible, the social service agencies should choose the choice that has the best value, and provide justification if it is not the lowest.
  5. Applicant organisations are required to present their proposals to the VCF Evaluation Panel, unless informed otherwise by NCSS.
