Description
This grant supports social service agencies in the adoption of information technology (IT) solutions that can optimise resources and improve productivity for the organisation and/or the sector.
 
Scope
The Innovation & Productivity Grant (IPG) supports social service agencies in implementing information technology (IT) solutions for more optimal resource utilisation and improved productivity.

The supported projects will need to achieve at least one KPI of 10% productivity savings (e.g. Reduction in Manpower Cost, Reduction in Time etc).

Examples of IT projects supported in this category are:
  • Customer Relationship Management System
  • Integrated Database Management System
  • Volunteer & Donor Management System

Exclusions:
IPG does not fund purchase of computers/laptops/tablets, commercial-off-the-shelf software, software subscription, or projects that do not improve the capabilities of social service agencies (e.g. replacement of servers).

Conditions
Application Criteria & Eligibility
  1. All NCSS member social service agencies or MSF-funded social service agencies can apply for the VCF grant.
  2. The projects must be one-off and non-recurring in nature.
  3. Funding will not be extended to projects that:
    • have already commenced, or
    • are receiving other sources of government funding, unless specifically allowed
  4. Projects are required to achieve at least 10% productivity or cost savings.
  5. Projects can only commence upon VCF approval.
  6. Late applications will NOT be processed and also NOT be automatically moved to the next window.
  7. Incomplete applications will NOT be processed.
  8. Please note that approval of applications is on a first-come, first-served basis, subject to budget availability. 
Funding Quantum

Disbursement Procedure

  • Project Evaluation Report, which includes a to-date evaluation of the project and achievement of KPIs.

40% of the approved quantum or actual expenditure, upon satisfactory assessment of submission
Submission within 26 months after project completion
  • Post Project Evaluation report, which includes an update on the impact to the sector
  • Any other required materials
10% of the approved amount or actual expenditure, upon satisfactory assessment of submission
 
The disbursement milestones and deliverables may be subject to changes within the context of each submitted application, upon assessment and review by the VCF Evaluation Panel and the VCF Secretariat.

Application Procedures
  1. IPG projects typically require in-depth discussions between applicants and NCSS departments who are assessing the applications. Applicants interested in embarking on such projects are strongly encouraged to contact the VCF Secretariat early for preliminary discussions before submitting applications.
     
  2. Applicants will need to seek advice from the People Sector Infocomm Resource Centre (PSIRC) before seeking VCF funding.
    • PSIRC provides free technical advisory service to social service agencies on the relevance of the proposed IT solution to the social service agencies’ organisational needs.
    • Please e-mail the technical proposals from the three vendors and the Supplementary form (the IPG-H4 form) to Mr Boo Soo Heng (Tel: 6550 0882; Email: Boo_Soo_heng@nyp.edu.sg ) and cc NCSS (Serene_TAN@ncss.gov.sg; Elsie_HOH@ncss.gov.sg).
  1. The VCF Evaluation Panel meets once every two months. Please click on the VCF Evaluation Panel meetings for the submission deadlines.
 
  1. IPG applications submitted within the stated submission deadline will be tabled at the subsequent VCF Evaluation Panel meeting after the upcoming one, e.g. an application submitted in January 2017 will likely be tabled at the Panel Meeting in May 2017 instead of March 2017 for decision. This is due to the time required for the proposed project scope, funding amount and indicators to be finalised for recommendation to the VCF Evaluation Panel.​
 
 
  1.  All applications should be submitted through the Funds Application System (FAS).
    1. Login to e-services (“Login as Corporate” on the left using your CorpPass to access FAS).
    2. Click on Funding Application.
    3. Click on New Application and select Funding Application Type: IPG- IT Adoption
    4. Fill up the online application form.
    5. Upload the Supplementary Forms, Cost & Benefit Analysis (to calculate productivity savings) and other required documents.
    6. 3 comparable quotations/proposals from the external consultants (i.e. quotations/proposals should cover the same work scope) must be uploaded for projects that are above $6,000. Wherever possible, the social service agency should choose the choice that has the best value, and provide justification if it is not the lowest. The 3 quotations should have a breakdown on the software and hardware costs, costs of man-hour per day and the number of man-hours required for the project.

  1. Applicants are required to present their proposals to the VCF Evaluation Panel, unless informed otherwise by NCSS.
