Go Digital funding aims to support social service agencies (SSAs) in implementing large-scale/specialised information technology (IT) solutions for more optimal resource utilisation and improved productivity.
What does Go Digital not fund? Go Digital does not fund purchase of computers/laptops/tablets, commercial-off-the-shelf software and software
subscription. For these IT solutions, you may consider Start Digital funding, which supports pre-scoped IT solutions.
Who is eligible and what is the application criteria?
All NCSS member SSAs or MSF-funded SSAs can apply for Go Digital.
The projects must be one-off and non-recurring in nature.
Funding will not be extended to projects that have
have already commenced, or
are receiving other sources of government funding, unless specifically allowed
Projects are required to achieve at least 10% productivity or cost savings.
Projects can only commence upon approval from NCSS.
Late applications will NOT be processed and will NOT be automatically moved to the next window.
Incomplete applications will NOT be processed.
Please note that approval of applications is on a first-come, first-served basis, subject to budget availability.
Go Digital projects typically require in-depth discussions between applicants and NCSS departments who are assessing the applications. Interested applicants to contact the NCSS Officers, Ms Elaine Chung at email@example.com; and Ms Ho Shiting at Ho_shiting@ncss.gov.sg for
Obtain 3 comparable quotations/proposals from the external consultants (i.e. quotations/proposals should cover the same work scope), to be uploaded for projects that are above $6,000. Wherever possible, the applicants should choose what has the best
value, and provide justification if it is not the lowest. The 3 quotations should have a breakdown on the software and hardware costs, costs of man-hours per day and the number of man-hours required for the project.
Go Digital applications submitted within the stated submission deadlines will be tabled at the corresponding Evaluation Meeting dates.
Depending on the complexity of the project, completeness of the application submission, as well as the number of applications received during the specific submission window, applications may be moved to the following window.
After contacting the NCSS Officers for preliminary assessment, applications should be submitted through the Funds Application System (FAS).
Login to e-services (“Login as Corporate” on the
left using your CorpPass to access FAS)
Click on Funding Application
Click on New Application and select Funding Application Type: IPG- IT Adoption
Fill up the online application form
Upload the Go Digital Application Form, three comparable vendor quotations,
Cost & Benefit Analysis (to calculate productivity savings) and other required documents.
Applicants are required to present their proposals to the Evaluation Panel, unless informed otherwise by NCSS.
How will funds be disbursed? According to the disbursement milestones listed in the table below, funding will be disbursed in the respective proportions of 50%-40%-10% upon the submission of the required deliverables.

10% of the approved amount or actual expenditure, upon satisfactory assessment of submission
The disbursement milestones and deliverables may be subject to changes within the context of each submitted application, upon assessment and review by the Evaluation Panel and NCSS Officers.
