The Courage Fund COVID-19 Relief Schemes

The evolving COVID-19 situation has affected Singaporeans in one way or another, including individuals who are facing loss of income or families that are struggling with additional caregiving duties and additional expenses for essential items.

The Courage Fund was first established in 2003 when Singapore was hit by the SARS outbreak. Fellow Singaporeans donated generously to the Fund to support those who were affected by the outbreak. In this same spirit of uniting the community to support one another through difficult times, Community Chest* is rallying the community to provide relief and support to those affected by the current COVID-19 situation.

*Donations received for The Courage Fund are under the NCSS Charitable Fund, which is an institution of Public Character (IPC) under the Charities Act (Chapter 37) and comprises all the charitable activities of NCSS, including the Community Chest.

Scheme
For dependants of individuals who have succumbed to COVID-19.

Who is eligible?
Individualsi who have contracted COVID-19 and eventually succumbed to the virus.
i Singapore Citizens, Permanent Residents, holders of a valid Employment Pass, Work Permit, Dependant's Pass or Long-Term Social Visit Pass.

Details of Relief Provided
  1. $30,000* for families of Healthcare workers. Dependants of Healthcare workers are also eligible for the Education Grant1.
  2. $20,000* for families of frontline workers and community volunteers. Dependants of frontline workers and community volunteers are also eligible for the Education Grant1.
  3. $10,000* for families of other persons who have succumbed to the virus.
1 The Education Grant will cover educational expenses and living expenses up to tertiary level dependants who are studying in Singapore.

*The lump sum relief amounts under this scheme shall net off the amounts already disbursed under “Scheme for Healthcare Workers who have contracted COVID-19 in the line of duty” and “Scheme for Frontline Workers and Community Volunteers who have contracted COVID-19 in the line of duty”, should grants have already been received under those schemes.

Scheme

Who is eligible?

Healthcare workersi who have contracted COVID-19 while providing services which would reasonably bring them in contact with:

  1. confirmed and/or suspected COVID-19 patients, and/or environments which held COVID-19 patients
i Singapore Citizens, Permanent Residents, holders of a valid Employment Pass, Work Permit, Dependant's Pass or Long-Term Social Visit Pass.

  • Bank Account number for crediting purpose

Scheme
For frontline workers3 and community volunteers4 who have contracted COVID-19 in the line of duty.

3 “Frontline Workers” refer to non-Healthcare Workers who in the course of their employment experience a high level of physical contact with the public. This would include private hire car operators, security staff and cleaning staff.

4 “Community Volunteers” refer to non-Healthcare Workers who stepped up to contribute to the overall effort to fight COVID-19 and are not financially compensated for their efforts.


Who is eligible?
Individualsi who have contracted COVID-19 while providing services which would reasonably bring them in contact with the following;

  1. confirmed and/or suspected COVID-19 patients, and/or environments which held COVID-19 patients
i Singapore Citizens, Permanent Residents, holders of a valid Employment Pass, Work Permit, Dependant's Pass or Long-Term Social Visit Pass.

Information required during submission:

  • Details of Nominee
  • Bank Account number for crediting purpose
  • Letter of endorsement from organisation for individual applicant
  • Proof of hospitalisation due to COVID-19

Scheme
For Lower-Income Householdsii Affected by COVID-19.

ii Singapore Citizens or Permanent Residents.
 

Who is eligible?
Lower-income households affected by COVID-19 who meet the following criteria:

  1. At least one household member is a Singapore Citizen or Permanent Resident.
  2. At least one household member contracted COVID-19, or was placed on Stay-Home Notice (SHN), mandatory Leave of Absence (LOA) or Home Quarantine Order (QO).
  3. [As of 1 June 2020] Household has gross monthly income of ≤$6,200, or gross monthly per capita income of ≤$2,000, prior to being affected by COVID-19.
  4. Household experienced a complete or partial (of at least 10%) loss of household income as a result of (ii).
 
Details of Relief Provided
  1. $1,000 if the household income* is ≤$650 per capita
  2. $750 if the household income* is between $651 and $1,350 per capita
  3. $500 if the household income* is >$1,350 per capita

*Refers to the household income post-QO/LOA/SHN/hospitalisation for COVID-19.

Information required for application

  • NRIC
  • Documents indicating
    • that you or your household member(s) were placed on a QO/LOA/SHN, or contracted COVID-19;
    • that your household experienced a loss of income as a result of COVID-19 (e.g. payslips before and after the QO/LOA/SHN or hospitalisation from contracting COVID-19); and
  • You may wish to give us a copy of your bank book/statement/slip to facilitate the crediting of the grant into your bank account.

How to submit your application

From 6 April 2020, applicants can:

  1. Download 'The Courage Fund COVID-10 Relief Scheme - For Lower-Income Households Affected by COVID-19' application form or collect it at any SSO.
  2. Fill up the form and submit it together with copies of the required documents to the nearest Social Service Office (SSO) within 6 months of the end of the QO, LOA or SHN or discharge from hospitalisation due to COVID-19 (whichever is later). You can find your nearest SSO via this link.

How do I submit my details?
 

To be eligible for the various Relief Schemes, please follow the corresponding steps listed in the table above.

All submission will be verified and evaluated. All successful recipients will be notified of the relief amount to be received.
