Application and guidelines

We are building a vibrant community of like-minded organisations dedicated to making a meaningful difference in the community and uplifting the social service sector through partnerships and co-creative opportunities. In becoming an NCSS member, your organisation joins forces with others who share your passion and drive for shaping an empowered and enabled society.
Explore the guidelines and application process below to take the first step in becoming a part of this transformative community. Detailed membership criteria, eligibility and obligations can be found in the NCSS Act, NCSS (Amendment) Act and its Subsidiary Legislations.
Membership eligibility
To be eligible for NCSS sector membership, your organisation must meet the following requirements:
Fulfill the sector membership criteria:
have the primary function of providing a social service in Singapore; or
have the primary function of directly supporting the provision of a social service in Singapore.
Be registered under the Business Registration Act, Societies Act, incorporated under the Companies Act or established by or under any written law.
Have at least two years of continuous operation.
Staff of agency should not chair the Board and should not comprise more than one-third of the Board
Agencies must deliver regular social service programmes/services that have clearly defined and measurable objectives.
Membership obligations
In line with the NCSS Act, NCSS (Amendment) Act, and its Subsidiary Legislations, members are required to:
Submit a certified copy of your annual report, audited accounts, and balance sheet within six months after the end of your financial year.
Provide NCSS with information about your agency and its functions.
Comply with NCSS’s standards and guidelines for management, administration, and the provision of social services.
How to apply
Individuals looking to apply for NCSS membership on behalf of their organisation can fill out the NCSS Membership Application Form. As the application form does not have a "save draft" feature, we recommend that you review all required fields and gather the necessary information before starting the form.

Note: NCSS continues to accept membership applications during the transition period, and will inform applicants about their sector membership status only from 1 August 2026 when the NCSS (Amendment) Act 2026 takes effect.
