Dr Soon Su-Chuin
Director – Strategy
Dr Soon Su-Chuin joined NCSS on 1 January 2026, taking on the position of Director, Strategy to drive the strategic priorities for NCSS as sector developer - to strengthen the social service ecosystem.
In her public service career, she has undertaken diverse portfolios spanning youth development, ageing population, culture building, social cohesion and resilience, and sector manpower policy and planning in the Ministry of Culture, Community and Youth and the Ministry of Social and Family Development.
Public service commitments aside, Su-Chuin seeks continual improvements to her academic skillset through previous undertakings, teaching undergraduates at the University of Liverpool, UK, and the Singapore Institute of Technology. She is presently holding the position of Adjunct Senior Research Fellow at the Institute of Policy Studies, National University of Singapore, contributing to the progress of the Race, Religion, and Intergroup Cohesion programme.
Su-Chuin’s academic background includes a degree in Philosophy, Politics and Economics from the University of Oxford, UK, Masters in Research Methodology in Social Policy and Sociology, and a PhD in Human Geography (Migration, Transnationalism and Ethnic Studies) from the University of Liverpool, UK.
In recognition of her contributions, she was conferred the Public Administration Medal (Bronze) in 2024.
