Mr Huang Guanhua

Mr Huang Guanhua assumed his role as Acting Director of Capability Implementation 1 on 1 November 2025.  Since joining NCSS in 2019, he has contributed to areas spanning research, programme evaluation, and service planning.

Prior to joining NCSS, Guanhua has served as a civil servant in the Ministry of Manpower and Ministry of Digital Development and Information (then known as Ministry of Communications and Information), where he accumulated nearly two decades of experience in policy making, industry sensing, and sentiments research.

Guanhua has a Bachelor of Arts (Honors) in Economics with a minor in Chinese Studies from Nanyang Technological University, as well as a Master of Social Sciences (Applied Economics) from the National University of Singapore.
