Mr Lim Shung Yar
Chief Executive Officer (Designate)
Mr Lim Shung Yar joined NCSS as Chief Executive Officer (Designate) on 1 November 2025 and will fully assume the role on 1 February 2026.
Before joining NCSS, Shung Yar was Senior Director (Leadership Development & Strategy) in the Public Service Division (PSD) where he oversaw leadership development and talent management in the Public Service. Prior to this, he also held other leadership positions in the Ministry of Culture, Community and Youth (MCCY), and in the Ministry of Education.
In PSD, Shung Yar led the development of HR policies such as the Public Service’s shift towards Competency-Driven Growth, oversaw initiatives to strengthen talent attraction and retention, and drove efforts on Leadership Development transformation. In MCCY, he built partnerships with religious and community organisations to strengthen social cohesion and trust across communities. He also worked closely with the National Volunteer and Philanthropy Centre and other stakeholders to develop Giving.sg and promote corporate giving. He supported the Minister-in-charge of Muslim Affairs in areas such as early childhood education, strengthening families and marriages, and ex-offender support.
Shung Yar currently serves on the board of the National Parks Board, and he had previously served on the boards of Temasek Polytechnic, the Singapore Chinese Cultural Centre and the Singapore Kindness Movement.
Shung Yar’s academic background includes a bachelor’s degree in Electrical and Electronic Engineering from Imperial College London, United Kingdom, a Master of Science in Technology and Policy from the Massachusetts Institute of Technology, USA, and a Master of Public Management from the Lee Kuan Yew School of Public Policy, National University of Singapore.
