Director – Internal Audit
Ms Emily Chock joined NCSS as Director of Internal Audit on 1 April 2025. Concurrently, Emily is Group Chief Internal Auditor of the Ministry of Social and Family Development (MSF).
Emily joined the Public Service' Accounting Professional Service (APS) in March 2020. She has led the Internal Audit Unit team of MOH and the Health Cluster for more than 5 years. Emily has enhanced governance in MOH and the Health Cluster by implementing thematic grant audits, providing critical insights into programme risks and funds utilisation. She has worked across MOH to establish control awareness training and launched MOH's Whistleblower Framework to ensure ethical accountability. Emily has integrated data analytics into audit processes and improved risk identification with decision-making.
Prior to joining the public sector, Emily held leadership roles in risk management and internal audit at Changi Airport International and Keppel Ltd. She was involved in financial and investment risks for airport acquisitions, led risk-based audits across diverse industries, and championed the use of data analytics in audit practices.
Emily holds a Bachelor of Accountancy with a minor in Environmental Management from Nanyang Technological University. She is a Certified Internal Auditor and Chartered Accountant of Singapore.
