Ms Pearlyn Tseng joined NCSS in February 2015, bringing with her over 25 years of experience in strategic and marketing communications, partnerships, branding, and digital communications across the private, public, and non-profit sectors. Since 1 October 2025, she assumed the role as Director, Philanthropic Partnerships where she leads fundraising and engagement to rally partners to support over 300 critical social service programmes and philanthropic projects for communities in need.

Prior to her role in philanthropic partnerships, Pearlyn led the strategic direction for social inclusion campaigns in support of persons with disabilities and individuals with mental health needs. She was also responsible for publicity efforts for The Courage Fund during the COVID-19 pandemic and the Celebrating SG Women campaign for the Ministry of Social and Family Development.

Pearlyn has been instrumental in transforming the Communications team to better support NCSS’s role as sector developer. She initiated a review of the organisation’s brand strategy and campaign approaches for NCSS, Community Chest, and the Social Service Institute, driving greater effectiveness and efficiency. 

She holds a Bachelor of Arts from the National University of Singapore and a Master of Mass Communication from the Wee Kim Wee School of Communication and Information (WKWSCI) at Nanyang Technological University (NTU). Her contributions have been recognised with the WKWSCI Impact Award in 2019, the Nanyang Alumni Achievement Award from NTU in 2020 and the COVID-19 Resilience Medal in 2024. In 2026, Pearlyn was conferred the Public Administration Medal (Bronze).
