Overview

The Intermediate Leadership Programme is designed for Heads of Departments and Senior Specialists, focusing on enhancing their competencies through local or overseas postgraduate programmes.

Agencies have the flexibility to propose various types of post-graduate programmes and training leading to certification. These may include, but are not limited to:

Programmes for respective competencies

For managerial competencies

For clinical competencies

Masters in Business Administration

Masters in Human Capital Management

Masters in Social Work

Masters in Counselling

Participants can access funds for additional expenses during the programme, including salary support and course materials.

All approved training courses must be completed within three years.

Key Performance Indicators

Nominated staff must fulfil their bond with the nominating employer and apply their learning to benefit the social service sector.

Eligibility & criteria

To be eligible for the Intermediate Leadership programme, you must meet the following criteria:

  • Position and experience: Head of Department or Senior Specialist AND have a minimum of five years of experience in the sector

  • Citizenship: Singapore Citizen or Permanent Resident

  • Professional qualifications: Registered with the relevant professional bodies and possess the necessary professional qualifications.

  • Bond: not currently serving any bond

  • Affiliation: currently work in an NCSS-member agency

  • Nomination: nominated by your SSAs

  • Leadership: demonstrate potential in assuming leadership roles and/or higher responsibilities.

Funding quantum

Course fees are subsidised up to $200,000.

How to apply

To apply for the Intermediate Leadership programme, SSAs are required to download the Intermediate Leadership Application Form and submit the endorsed document via the OurSG Grants (OSG) portal.

Submission timeline: This programme is open for application from 1 October to 31 December 2025.
