NCSS Supported Counselling Services
Accessible and affordable counselling services for individuals, couples, and families.

Overview
Counselling plays a vital role in supporting the well-being of individuals, couples, and families. To make services more accessible, NCSS has partnered with counselling agencies through a pilot tender to provide safe, affordable, and timely support.
This initiative extends beyond our usual partners to include social purpose and private entities, allowing us to explore new ways of delivering counselling. Through this effort, we aim to gather insights and apply the learnings to strengthen future programmes and better meet emerging needs, improving quality of life in Singapore.
About the NCSS Supported Counselling Service
This pilot initiative provides accessible and affordable counselling support to those in need through a network of newly approved counselling service providers across Singapore at a subsidised rate.
The counselling centres are equipped to support a wide range of needs/issues, including:
mental health concerns such as anxiety and depression
intrapersonal challenges such as stress, self-esteem, identity, and grief
interpersonal dynamics involving couples or families
The services are offered both in-person and online.
Subsidy information & fees
NCSS provides subsidies for the first six (6) counselling sessions.
Additional sessions may be charged at each counselling centre’s standard rates (ranging from $100 - $240).
Please check with your chosen counselling centre for specific fee details.
Eligibility criteria
Subsidies for counselling services are available to specific groups, including:
Pioneer or Merdeka Generation cardholder
Blue or Orange Community Health Assist Scheme (CHAS) cardholder
Full-time student from MOE schools (Primary to Tertiary education)
Recipient of ongoing financial assistance from Social Service Office (SSO) or Restructured Hospitals
Anyone outside these groups can still access counselling services at unsubsidised rates.
Note: Each counselling centre will assess suitability for the service based on individual needs.
How to apply
Step 1: Browse the list of appointed counselling partners.
Step 2: Choose your preferred counselling centre from the list.
Step 3: Contact the centre directly via call, WhatsApp, or email to make an appointment.
