From Measuring Change to Making It Last

For social service agencies, impact is about what changes it brings, whether it makes service user outcomes better, and whether those changes last.
For over 30 years, HCSA Community Services has supported ex-offenders, trauma survivors, and single-parent families. In 2024, with support from NCSS through the Transformation Sustainability Scheme (TSS), HCSA set out to strengthen how it worked, focusing on strategy and leadership, and on people and technology.
Shaping a Clearer Direction for Impact

HCSA used the Transformation Sustainability Scheme to transform its systems and strategy
One of the biggest shifts was developing a shared understanding of how HCSA's work created change, not just within individual programmes, but across the whole organisation. Grounded in its mission to empower those in need, HCSA sharpened its impact statement from breaking cycles of disadvantage to actively reversing them. Transforming trauma into resilience. Turning isolation into community leadership.
To bring this to life, HCSA built a network of Impact Champions across its frontline teams, so that these teams had people who co-design and anchor impact measurement in the day-to-day realities of the work.
Building Systems That Support People

HCSA also overhauled its back-end systems. Its new finance system has already cut administrative time by 39%, freeing staff to spend more time on what matters. HCSA is now exploring AI tools to go further, supported by a newly appointed Group Head of Organisation Excellence.
