Joey Fong is recognised for his innovative leadership in offender rehabilitation and reintegration. Over the past six years at the Industrial and Services Co-operative Society Limited (ISCOS), Joey has supported more than 500 ex-offenders on their path to rebuilding their lives.
Joey led the development of ISCOS Project ReConnect, a groundbreaking programme that equips newly released individuals with digital literacy, essential life skills, and peer mentorship support. His peer-led model—where successfully reintegrated ex-offenders guide others—has empowered over 1,000 participants and created a cycle of positive influence.
In addition to fronting reintegration efforts, Joey restructured the Skills Assistance and Support Scheme to reduce enrolment barriers and waiting times, helping clients gain industry-relevant certifications faster and secure stable employment. His partnerships with training providers and government agencies have made service delivery more responsive and impactful.
As a team leader, Joey mentors caseworkers and desistors, fosters inter-agency collaboration, and introduces evidence-based practices in trauma care and addiction recovery. His efforts have been recognised through national awards and international presentations, including representing Singapore at the American Correctional Association Congress in 2023.
For his unwavering commitment to rehabilitation and public safety, Joey is awarded the Merit Award 2025.
