Cai Chengying is recognised for transforming how legal aid reaches vulnerable communities through a more inclusive, person-centred approach to justice. As Deputy Chief Executive Officer of Pro Bono SG (PBSG), she has played a pivotal role in reshaping the organisation’s services, operations, and partnerships to better serve those in need.
A key architect behind PBSG’s community lawyering initiative, Chengying pioneered Community Law Centres in the heartlands, bringing integrated legal and social support directly to underserved individuals. Her efforts, in partnership with social service agencies and government bodies, have supported over 2,000 individuals since 2023.
Chengying has also strengthened PBSG’s foundations through innovation and collaboration. She co-developed a cross-agency care model for transnational families, launched PBSG’s first impact evaluation framework, and led the organisation through a strategic rebrand. Her leadership has contributed to PBSG receiving the Charity Transparency Award and a Special Commendation for Risk Management.
She is a key voice in public discourse on access to justice, ethical governance, and community collaboration, and has spoken at global forums such as the PilNet Global Forum and Asia Pro Bono Conference.
For advancing legal aid in Singapore through her strategic vision and ability to drive systemic change, Chengying is awarded the 2025 Merit Award.
