Lead, Senior Master Medical Social Worker, Singapore National Eye Centre
Priscilla Lim is recognised for her transformative contributions to medical social work, vision rehabilitation, and healthcare accessibility. With nearly three decades at the Singapore National Eye Centre (SNEC), she has championed financial aid reforms, pioneered inclusive rehabilitation models, and advanced sector-wide collaboration to uplift the lives of patients with vision impairments and financial hardship.
A trailblazer in community-based vision rehabilitation, Priscilla co-developed 'ADAPT Lah!', an empowerment-focused self-management programme for seniors with low vision. She also led the development of the patented OptoAid Eye Drop Guide, enabling visually impaired and physically challenged patients to administer eye drops independently. These initiatives have improved autonomy, medication adherence, and psychosocial well-being for countless patients. Recognising digital barriers, she spearheaded a vision impairment-friendly (VI-friendly) one-stop portal in collaboration with National University of Singapore students—now funded under SNEC’s Transformation and Innovation Office.
In financial accessibility, Priscilla played a pivotal role in harmonising Medifund processes across healthcare institutions. As part of the Ministry of Health’s National e-Medifund Social Work system (NeMSW) Steering Committee, she played an active role in the development of Singapore’s first shared Medifund system, significantly reducing application burdens and enabling low-income patients to receive faster support.
Priscilla’s leadership also extends to patient and caregiver networks. She founded the Retinoblastoma Parent Support Network and led SNEC’s Corporate Social Responsibility initiative, 'Eyes of Love'. Her department’s involvement in community outreach through community eye screenings and rehabilitation training for partners has brought timely support to underserved groups.
A dedicated sector leader, Priscilla serves on Ministry of Health’s Allied Health Panel for Medical Social Workers, shaping competency frameworks, mentoring future social workers, and advocating for healthcare-social work integration. She is the lead behind "Vision Beyond Sight," an upcoming 2025 public awareness event at Gardens by the Bay uniting VI-serving agencies in a first-of-its-kind collaboration. Priscilla’s contributions span innovation, research, and staff well-being. She co-authored publications on vision rehabilitation, led peer support programmes that trained over 60 staff in psychological first aid, and integrates global best practices into local policy.
Her work has set national benchmarks in inclusive care, staff mental health, and multidisciplinary collaboration. Notable accolades include the 1st Prize at the SingHealth Allied Health Innovation Challenge 2021 for the OptoAid Eye Drop Guide and the National Day Commendation Medal in 2022.
For her visionary leadership, pioneering rehabilitation models, and tireless advocacy, Priscilla is awarded the President’s Award 2025.
