Ms Saleha Binte Rashidi

Saleha is a compassionate and innovative social service leader who has played a pivotal role in shaping Rise Above Halfway House, Singapore’s first secular female halfway house. With over 15 years of direct practice experience, she champions a trauma-informed and gender-responsive approach that balances structure, accountability and psychological safety.

Under her leadership, Rise Above has supported more than 130 women and their families, while upholding strong standards of service delivery and programme outcomes. Together with her team, Saleha strengthened Rise Above’s approach through restorative practices such as Rise and Healing Circles, greater independent living responsibilities for residents, and stronger family engagement through home visits and family briefings. These initiatives have fostered collaboration, confidence and successful reintegration.

Equally committed to her team, Saleha grew the residential workforce from seven to 14 staff while cultivating a supportive and resilient team culture, rooted in a shared purpose.

Recognised as an NCSS 40-Under-40 leader, Saleha contributes to local and international platforms on trauma-informed rehabilitation and women in corrections. She remains dedicated to driving lived-experience leadership, sector collaboration and learning journeys, while creating sustainable pathways for residents and alumni to rebuild their lives and move forward.
