Huixia is a dedicated social service leader with two decades of experience, recognised for driving innovation, strengthening professional practice and building cross-sector partnerships that improve lives and communities.
At AWWA, she has led the development of programmes and practice innovations that support family resilience, emotional wellbeing and social inclusion. She also chaired the Holistic Care Taskforce and leads the Social Work Practitioners Group, advancing multidisciplinary collaboration and capability building across the organisation.
A strong advocate of evidence-informed practice, Huixia played a key role in Singapore's first randomised controlled trial on cash transfers for low-income families through the Family Empowerment Programme, generating evidence to inform social policy and practice. She also led efforts to strengthen AWWA's Transitional Shelter model, creating a more intentional approach that combined housing support, social work intervention, community building and peer support to better support displaced families and individuals.
Huixia introduced and championed the use of Expressive Therapies, including art, sand play and symbol work, within Family Services, building practitioner capabilities and broadening the range of interventions available to support clients. Her commitment to professional development is further demonstrated through advanced training in counselling, supervision and coaching.
Beyond AWWA, she has contributed extensively to sector development as General Secretary of the Singapore Association of Social Workers, co-chair of the Housing Support Network, and a contributor to regional leadership initiatives.
Her decade of grassroots volunteering further reflects her commitment to community development, including initiatives supporting youth, vulnerable children and persons with disabilities.
Through innovation, ethical leadership, applied research and collaboration, Huixia has strengthened services for vulnerable communities while empowering practitioners, families and partners to create lasting social impact.
