Sylvia is a visionary neurological specialist and community rehabilitation leader whose “Senior Care First” philosophy has transformed rehabilitation services for seniors across Singapore.
Over two years, she led the expansion of services from 28 to 64 staff, supporting over 3,500 clients across 22 centres. Under her leadership, clients achieved a 40% improvement in functional mobility and 21% improvement in perceived quality of life. She also established 22 satellite gyms with Parkinson Society Singapore, improving access to specialised rehabilitation and strengthening the continuum from hospital to community.
Sylvia drove operational and service innovation, reducing referral-to-assessment waiting times from over 16 days to under 10 days and pioneering a “community bridge” connecting rehabilitation with Active Ageing Centres and senior gyms. This enabled 18.7% of discharged clients to transition into sustainable wellness programmes.
A strong advocate for interdisciplinary practice, she developed standardised clinical frameworks, mentoring systems and training protocols across 22 centres, strengthening consistency, staff development and collaboration. Her leadership contributed to high team engagement, with a 3.98/5 overall score in AIC’s 2024 Pulse Survey.
In 2025, Sylvia pioneered a Hybrid Telerehab Pilot, integrating home-based rehabilitation with centre sessions. The model improved adherence and delivered stronger functional and quality-of-life outcomes among frail and musculoskeletal clients, demonstrating a scalable approach to community care.
Beyond her organisation, Sylvia has contributed to national healthcare policy through the MOH Community Rehabilitation Transformation Workgroup, advanced allied health workplace learning, and championed stroke and Parkinson’s care. Through clinical excellence, innovation and system leadership, she continues to redefine sustainable community rehabilitation in Singapore.
