SG60 Towards Sustainability Fund
Explore funding for social service agencies (SSAs) to kickstart their capabilities in measuring, monitoring, and reporting the effectiveness of their programmes.

Overview
As we celebrate SG60, this fund aims to recognise the contributions of social service agencies (SSAs) to Singapore. It supports SSAs in taking first steps to building critical capabilities in measuring, monitoring, and reporting the effectiveness of their programmes with the goal of improving the quality of lives of individuals and families they serve. Stronger outcomes reporting will also enable SSAs to scale high-impact programmes and attract more resources from funders.
Eligibility criteria
Must be a NCSS Full Member
Identify an existing programme that fulfills the following criteria:
Provides direct intervention to service users (i.e. structured services with a clear start and end points to achieve specific client outcomes)
Has the highest total expenditure, among all the other programmes and/or serves the largest number of service users
Serves at least one of Community Chest’s five causes, including Adults with Disabilities, Children with Special Needs and Youth-At-Risk, Families in Need of Assistance, Persons with Mental Health Conditions, and Seniors in Need of Support.
Not currently funded by any government agencies
Agency must send at least one representative to attend a sharing session organised by NCSS on impact measurement
Agency must commit to share outcome data with NCSS
Grant quantum
Each agency will be supported with a one-off grant of $30,000.
How to apply
The SG60 Towards Sustainability Fund has a two-step application process:
Step 1: Interested SSAs will need to register for the sharing session on impact measurement.
Step 2: The attendees will receive an application link to submit their TOC and information of their identified programme after the sharing session.
Sharing sessions will be conducted twice a month, from September 2025 onwards.

Resources
SSAs that wish to align their selected programmes with NCSS’ Sector Evaluation Framework (SEF) can adopt any of the SEF metric from a set of standardised and validated outcome measures for programmes with similar objectives.
SSAs may apply for the Transformation Sustainability Scheme (TSS) to support setting up and improving processes and systems. This includes conducting data collection and collation to further strengthen programme evaluation capabilities.
SSAs with impactful programmes may receive additional funding if they meet the criteria for grant schemes such as the 4ST Partnership Fund and the President’s Challenge Grant.
