Transformation Sustainability Scheme

Overview
The Transformation Sustainability Scheme (TSS) provides funding to social service agencies (SSA) for consultancy, digital projects, and project implementation support.
The scheme focuses on strengthening seven critical organisational health areas: Strategy & Leadership, Governance, People, Finances, Digitalisation, Communications & Partnerships, and User-Centric Services.

Eligibility criteria
Applicant shall be of the following:
Has the primary function of providing a social service or directly supporting the provision of a social service in Singapore.
Registered under the Business Registration Act, Societies Act, incorporated under the Companies Act or established by or under any written law.
Has at least two years of continuous operation.
Staff of agency should not chair the Board and should not comprise more than one-third of the Board
Has a valid Organisational Health Framework for Social Services (OHFSS) assessment.
Complete organisational health diagnostics to receive funding for non pre-scoped solutions (Part A and B),
Key performance indicators
Agencies are to commit to the outcomes approved as part of their TSS application. This may include:
improving measurable organisational health domains outcomes, and/or
related service delivery outcomes.
Grant quantum
Funding is available to SSAs across 3 components, at up to 80% co-funding and up to 3-years.
Funding under this scheme is assessed on the merits of proposals. Proposals will be assessed on factors such as the agency's alignment to social service delivery, the relevance of the capability being built, the agency's need for funding support, the cost-effectiveness of the proposed approach, and the expected benefit to the sector.
Part A – Consultancy and Project implementation support
Funding of up to $250,000, capped at $200,000 for headcount support.
Example:
Engage consultants to conduct compensation and benefits review or develop and implement volunteer management framework.
Fund project headcount to lead transformation projects.
Part B - Bespoke digitalisation projects
Funding of up to $150,000.
Examples: Custom web portals for service delivery, AI chatbots for automated responses, or therapeutic robotics solutions.
Part C – Pre-scoped and green-laned solutions
Funding of up to $150,000 in total.
Up to $40,000 per solution or refer to specific Green Lane solutions' funding cap.
Examples: HR management systems, account management systems, event booking platforms, CRM systems, or API integrations.

Agencies may apply for the scheme via the OurSG Grants (OSG) portal.
