Organisational changes to strengthen NCSS’ role as Sector Developer and deliver impactful outcomes
8 July 2026
NCSS’ organisational changes with effect from 1 Jul 2026.

Organisational changes will enable NCSS to deliver stronger outcomes for the sector.
With effect from 1 July 2026, NCSS has implemented organisational changes to strengthen our role as Sector Developer and deliver impactful outcomes for the sector.
We have established a new Digital Transformation Group (DTG) to support sector-wide digitalisation, and adoption of AI and technology. DTG will focus on areas such as strategy and governance, service technologies, and capability building, working across policy, operations, and technology as well as in partnership with MSF. DTG will develop a Digital Masterplan Blueprint for the sector and drive the roll-out of digital strategies and initiatives, in line with broader Government directions on the use of AI and technology.
In addition, we have right-sited functions from the Membership Division (previously under the Services Group) to NCSS’ business units to provide more aligned, seamless, and coordinated support for SSAs – membership applications will now be handled by the Memberships secretariat in the Strategy & Research Group; we will further enhance our engagement with members and it will be handled by the Capability Group; while sites/premises for service delivery will continue to be handled by the Services Group. This will achieve synergies in NCSS while ensuring continuity of services and unified touchpoints for SSAs. We encourage you to reach out to us through this consolidated listing of contact points.
These changes will enable NCSS to better partner the sector in building capabilities, advancing digitalisation, enhancing engagements with SSAs, as well as achieving stronger outcomes for individuals and communities.
We look forward to continuing our close collaborations as we embark on this next phase of transformation together. I also look forward to meeting up with you during the Social Service Connect event on 22 July 2026.
Warm regards,
Lim Shung Yar
